Executive Committee Meeting Minutes

April 7 2005

The meeting was called to order by Commander Katharine Law at her home at 1907. A quorum was present.

Minutes: The minutes of the 7 March 2005 meeting were considered, and Tom Fota noted that the price of the new projectors was $1650 rather than $1616.  With this amendment, the minutes were approved.  Also approved were the minutes of 14 January 2005.

Trish Carlin remarked that she intends to pay the bill for the projectors promptly and expects to pay California sales tax, even though the purchase was made out of state. Katie Law noted that she is still investigating the possibility that we may also obtain an exemption from sales tax in California, but for the present, the tax should be paid.

Announcements:
Commander Katie Law announced that the Sail Fleet and Cruiser Navigation races would both take place the next Saturday.  Several people commented that it was too bad about the conflict since some members liked to participate in each of these events.  Although there is nothing we can do about the CNC events, we are responsible for the Sail Fleet schedule and perhaps the conflict can be avoided when next year's events are being planned.  Ted Umland generally schedules the races for the second Saturday of each month.  Dick Barck noted that, in San Francisco, the yachting association resolves such conflicts, but CNC is not associated with the SDAYC, so it would not be a solution in San Diego.
 
The commander also announced that she would be attending the D/28 Inland Rendezvous at Katherine Landing, AZ, the following weekend and asked if anyone else was planning to go.  As it is a 6-hour drive, she was hoping to share the ride, but no one else was going.  Since the Phoenix squadron attends some of our events, the commander felt it appropriate that she make the effort. 
  
The Day at the Docks is planned for Sunday, April 24th, from 9 to 5.  Tom Fota has placed a sign-up sheet on our website.  Katie thanked Bob Hubbard for volunteering to help with the set-up, and Trish and Dan Carlin will be attending.  It is hoped some new students may sign up for the June Boating course as a result of the DATDs.  This is  also an opportunity to promote vessel safety checks. 

OFFICERS’ REPORTS
Commander Katie Law reported that she had attended one of the BoatSmart classes, being taught by P/R/C Ed Mraz, and that it was a small but lively group.  Karen Glaze felt that we might get a couple of new members, but so far none had signed up. The commander stated that she had worked at the Fred Hall Boat Show, but had no report of members who might have also worked.  She took some SDSPS tri-fold fliers and announcements for the June Boating course.  She spoke to several people who had expressed interest.  Finally, Katie stated that she had performed only one VSC, but hoped to do more soon.

ExO Tom Fota stated that he never got an acknowledgement from Tony Best about the Fred Hall Boat Show so did not work a shift. Bob Hubbard reported a similar experience, having let a message volunteering to work and heard nothing in response.  Dick Barck asked if the new banner had ever turned up.  The commander responded that it had not, but was still hopeful that it would appear.  Tom reported that the sign-up form for the Day at the Docks was filled except for one slot, so we appeared to be in good shape for that event.  The poster contest has been publicized to four elementary schools, and should be ready for National Safe Boating Week.  Commander Law noted that Karen Glaze carried the project last year, and we will again be awarding certificates to each child who participates,  Any submissions will be taken to the D/28 Summer Council meeting.  Dick Barck noted that several teachers had asked for coloring books at the January Boat Show, and suggested that we publicize the contest more widely at future events. 

SEO Mike Fontaine reported that there seems to be a lower turnout at our classes this year.  There are only two students in Marine Electronics, only one of which will take the exam. Ken Glaze has three students in his Seamanship course.Tom Stanford is again teaching Sail at his home.  Ed Mraz has seven people in the BoatSmart class. The AP class will have seven or eight students. But Cruise Planning, which last year had about a dozen students, has only four this year. Mike said he would be grateful for any suggestions as to how to recruit more students.

Member-At-Large Karen Glaze plans to teach the Instructor Development class, beginning June 28th through mid-August, on Tuesday nights from 1900 to 21, with a short break after about 50 minutes.  Several people noted that the San Diego Festival of Sail begins on August 17th, so Karen will try to wrap it up before then.

AO Nancy Renzi announced that, because of a conflict at SWYC, the May 6th GMM will be held at Fiddler's Green Restaurant on Shelter Island. We have a private room which holds up to 40 people, and she has negotiated an excellent price for a prime rib dinner.   She also reported that she and Tom Fota had taken the Operations Training class from Chet White in early March, and that Steven Bakalis stopped by and offered some excellent ideas for developing the squadron.  Since the squadron gets points toward the D/28 Star Award if all the bridge officers have taken the course, Trish will try to pick it up later in the year.

Secretary Barbara Goddard had no report. 

Treasurer Trish Carlin reported on the squadron's finances. The Education Fund has been moved into a 3-year certificate of deposit, drawing 3 percent interest. Tom Fota asked if it would be appropriate to put the remainder of the recent donations into the Education Fund.  The consensus of the group was that this would not be appropriate since we may need to access funds in an emergency for a worthy purpose.  In connection with the transfer of funds, Trish Carlin moved the adoption of an enabling motion:   Resolved, that the San Diego Sail and Power Squadron open an account at the Union Bank of California*.  The motion was adopted unanimously.

OLD BUSINESS:
Commander Law reported that the cheapest quote she had been able to obtain on a telephone answering box was approximately $26 per month, from SBC Voice mail.  This price would include a listing in the phone book and accessibility to anyone with the pin number.  After a discussion, it was agreed that to spend this sum on a continuing basis would be unwise, since most people would find us on the web. 

NEW BUSINESS:
Tom Fota, in his role as webmaster and IT chairman, has been contacted by the National Web Coordinator regarding the policies for all USPS squadrons.  As Tom pointed out, most of the policies have been in place for the past two years. But the privacy policy set forth by National required that all members grant permission in writing to include their names and private information on the site.  Our roster is restricted to members, who must initially sign onto the website with their USPS membership number and name.   Dick Barck suggested that, since National had instituted the policy, they should get Headquarters to include a waiver in the dues renewal package.  Katie indicated that she believed HQ would find this unduly burdensome, but that we could surely devise a method of complying.  Clearly, the bridge members need to agree that their names and photos be posted on the site.The matter was deferred to a future meeting.

Katie reminded people that articles need to be written for The Ship's Mail by Bridge officers. Steven Bakalis needs the copy by the 15th of the month prior to publication.

Commander Law noted that the San Diego Festival of Sail, being coordinated by the S.D. Maritime Museum, is searching for volunteers to work in various positions from August 17-21.  She suggested that we make this event an official squadron activity.  Bob Hubbard pointed out that we might very well get some publicity out of taking part in the FOS.  It was moved, seconded and passed that the SDSPS will participate in whatever way helpful during the Festival of Sail,

The meeting was adjourned at 2038. The next meeting will be held at the commander’s home at 1900 on Monday, 2 May 2005.
