Executive Committee Meeting Minutes
8 March 2004

The meeting was called to order by Commander Dave Baer at 1915 at his home. A quorum was present.

MINUTES: The minutes of 9 February 2004 were approved as posted.

ANNOUNCEMENTS/CORRESPONDENCE:
Tom Fota reported that he had received an e-mail with regards to a former squadron member and P/C, Richard Reisner (1968 to 1969), who he recommended should be located and asked to speak about the history of the squadron during his watch.

Dick Barck announced an invitation to participate in the vessel inspection program at Sunroad Marina as part of Vendors’ Appreciation Day. It will be held from 1000 to 1600 on Saturday, 26 June. He requested help in manning the table and the addition of the event to the club’s calendar. (Tom Fota had already posted it on the website with corrections from Dick.)

Bob Hubbard announced that the ExCom and Squadon should be made aware of the recent automobile accident of Mel and Rhoda Mones while traveling in Washington, D.C. They are recuperating and back in San Diego.

REPORTS:
Commander Dave Baer asked for Dick Barck’s event date to be added to the calendar, as well as the San Luis Rey Squadron’s BBQ to be held 3 July.

He reported that, at the District 28 Conference, it was voted that the Fall Conference would be a combined meeting of Districts 28 and 13 the weekend of 23 October, the specific site as yet to be determined. However, the meeting’s date conflicts with our squadron-sponsored Cruiser Nav Contest. The commander will approach the CN Coordinator to see if a date change can be effected. If not, Dave will attend the Cruiser Nav Contest and Katie Law will attend the District meeting.

District 28 Spring Conference:
SDSPS was well-represented in Phoenix with many bridge members in attendance. Saturday there were two major presentations of note: Brian Smith (last year’s District SEO) gave an interesting and practical Power Point program on accessing the NOA website and doing cooperative charting reporting. Ed Mraz demonstrated the new software available for reporting boating graduates and producing boating certificates and cards electronically. A discussion of squadron needs centered on membership recruitment
and retention. There were multiple requests for copies of Dick Barck’s Vessel Examination CD. Newly elected District Commander, Chet White, asked squadrons to consider and give feedback regarding this theme: “What can District do for us?” Three San Diego members are now on the

District Bridge:
Chet White, Ron Weiner, and Katie Law. In addition, Steve Bakalis is editor of the Lead Line and Virginia Prutow does the mailings.

New Members:
Dave asked that new members be accepted. It was moved, seconded, and approved: to accept the new Boating graduate applicants and, in future, to continue the practice of accepting new members by e-mail vote.

STAR Program Award:
Commander Baer also noted that San Diego won the Three Star Award this year and then reviewed the award’s criteria: Bridge’s active participation in cooperative charting; 90% passing of Seamanship course; at least one person must graduate from each course offered; the SEO must encourage the production of at least one educational aide; produce at least four issues of the squadron’s newsletter; and the squadron must sponsor a Safe Boating Week Program. Operations’ Training:
New bridge members need to participate. Date to be determined.

Bowsprit Award:
National award directly related to membership retention.

Executive Officer Katie Law reported that she had attended the San Luis Rey Change of Watch.

The cocktail party honoring Chet White’s assumption of the office of Commander of District 28 was a success. More than 60 members attended. Chet was very touched by the gesture. The ExCom moved to cover the expenses incurred. Katie inquired about the Fred Hall Boat Show (3/17-3/21) details. Lt Lynda Juniper, Boat Show Chair, will provide information for the March GMM when volunteers will be solicited. Dan Carlin offered to provide a flier about our courses for the show. A suggestion was made at the District Conference that squadrons offer safety courses for fishermen. Bob Hubbard commented that District was suggesting more personalization of courses for groups not yet educationally tapped. Dan Carlin stated that GPS can be a huge money-maker but we need an instructor.

SEO: Dave Baer delivered Mike Fontaine’s written report. The Sail course begins in April. Instructors should have envelopes for class responses to the membership questionnaire. Discussion: Dick suggested giving each student a pre-addressed envelope or providing a business card. Tom Fota offered to provide Bridge members with business cards. Dan Carlin remarked that the questionnaire is not explicit enough for students unfamiliar with USPS terminology or acronyms. Volunteers for an ad hoc committee for revision: Dave, Katie, and membership committee members. Dan Carlin: stick to class time limits. Katie: suggested piloting/charting be introduced earlier. Karen Glaze: educationally, the structure of lecture, break, activities seems most effective for students used to the college organizational mentality. People are interested in socialization activities as well as courses. Steve Bakalis: It is a challenge to get younger members involved, but the family-approach has been successful. Mission Bay would be a great target area. Tom Fota: Other web-sites encourage family activities.

Secretary: No report.

Treasurer John Isaksen submitted a written report which was circulated. He noted that total squadron assets are down $468.57 from last year, although recent deposits will change that figure.

OLD BUSINESS:
IT Chair Tom Fota reported on options for a new Power Point projector. Of the three possible choices, Tom recommended a more current InFocus LP540 projector which would cost $1,814 but which had more features than the present model. Treasurer Isaksen announced that the education fund was presently exhausted. Dave Baer offered to make a donation and challenge the membership to match it. It was moved, seconded, and approved: that the ExCom recommend to the membership the purchase of the upgraded InFocus projector for use when class conflicts require the use of two. Tom Fota will present the recommendation at the March GMM.

NEW BUSINESS:
Next ExCom meeting 5 April 2004.

Dick Barck, VSC Chair, showed and explained his VSE Power Point presentation to the committee. Kudos abounded as they did at the District’s Spring Conference in Phoenix.
