The meeting was called to order by Commander Dave Baer at his home at 1902. A quorum was present. Present:Commander David Baer Lt/C Thomas Griffin, AO Lt/C Barbara Goddard, Secretary Lt Karen Glaze, Member at Large P/C Bob Hubbard, Member at Large P/Lt/C Sterling Campbell Ken Glaze, Membership Chair Lt Ted Umland, Sail Fleet Chair Absent: Guest: Julie Umland MINUTES: The minutes of the 5 April 2004, as amended, were approved. ANNOUNCEMENTS: Upcoming events include the Safe Boating Week, which will occur on May 22nd through 28th, and that the Silvergate Yacht Club's Wheelchair Regatta will be on June 5th. The commander urged people to volunteer at Silvergate if they can help out with those arrangements. Finally, the District 28th Summer Council will meet at SWYC on June 5th, and it is hoped that members of the Squadron (which will be hosting the event) will attend the meeting. OFFICERS' REPORTS: The commander represented the Squadron on Opening Day at Southwestern Yacht Club, which was an enjoyable occasion. He and P/C Marie Baer will be going to the National Governing Board meetingin Pittsburgh from May 18th through 23rd, and they hope to pick up the new sextant awarded by the "N" Club. Finally, he has been working with P/C Bill Bridge with respect to having the July barbecue General Members meeting at the Coast Guard station on Harbor Island and will announce the arrangements at the GMM. ExO Katie Law, who was not able to be at the meeting, sent a written report. The commander highlighted sections for the ExCom, including the following: The "Day at the Docks" was a success, with the squadron booth being staffed by Bob Hubbard, Jay Garcia, Shaun McArdle, Dick Barck, Ron Weiner, Barbara Goddard, and Commander Dave and P/C Marie Baer. Katie expressed gratitude to all involved. Thanks were also due to Lynda Juniper, who had arranged to have the materials and booth delivered to the site from her care. Plans for National Safe Boating Week need to be confirmed, as the commander will be out of town. P/C Bob Hubbard has suggested that vessel safety checks be offered at Mission Bay Park. Flyers for the June 9th public Boating course will be passed out, along with VSC materials. The D28 Summer Council meeting will occur on Saturday, June 5th, at SWYC, and all are urged to attend. SEO Mike Fontaine was also unable to attend, but sent a written report. Dave Weimer and Van Diehl have completed all requirements and are now Navigators. The spring Seamanship class is still underway, with six (6) students from the fall Seamanship class having taken the test and passed the course. The Marine Electronics 101 final was taken by eight (8) students, with two more segments to go. We have just completed the Cruise Planning final, which was taken by seven (7) students. Sail 101 and 102 will be starting with eight or nine students, a really large class. The JN class is still going forward and they arepast thehalf way point with eight (8) students still attending. Dave Baer noted that we have two new Pilots from his class, Ken Glaze and Richard Jasak. The new Boating class and the AP course will be using electronic charts and GPS receivers. Mike Fontaine is still looking for an Instructor Development teacher, and it is hoped to find an instructor to teach a GPS course. AO Tom Griffin informed the ExCom that the May GMM program will feature the unique positionSan Diego occupies in terms of security issues. Capt. Jessica Cummins, the new head of the Harbor Police Unit, will be our guest speaker and will give a power-point presentation. The Operations Training class is scheduled for Saturday, May 8th, and new Bridge members are encouraged to attend this course, which will be taught by D/C Chet White. Secretary Barbara Goddard indicated that she had nothing to report. Treasurer John Isaksen, who was unable to attend the meeting, had told the commander that he would be submitting a written report to the GMM on Friday.He had conveyed to Dave by phone the status of the squadron's financial position. The commander noted that, of the $1616 spent on the new projector, $1060 was donated by members to defray this expense, for which gratitude should be expressed. John Isaksen also asked that anyone submitting a claim for reimbursement should use the squadron vouchers designed for that purpose. Information Technology: In Tom Fota's absence, Commander Baer reported that the new projector had been received and was paid for. OLD BUSINESS: Dave would also like to schedule an August or September BoatSmart course, but discussion of this topic will have to be deferred until Mike Fontaine can participate. NEW BUSINESS: Dave Baer noted that there is a need to publicize the upcoming Boating course. He intends to have a stack of flyers printed up for distribution at the GMM, where squadron members can take several copies for distribution by posting at work or in their neighborhoods and marinas. We still need a public relations officer. Shaun McArdle has agreed to get publicity for the Boating course into The Log, but a new chair should be identified. Ted Umland, Sail Fleet chair, reported that a non-SDSPS members likes to race with the group without paying dues. He has been approached about this and was offered the opportunity to continue racing by payment of a nominal$25 fee, which he refused to pay. The other racing skippers were complaining, primarily on safety grounds, since it is a Power Squadron race and one should be a Power Squadron member to participate. Bob Hubbard asked if there was a committee which organized the Sail Fleet races. Apparently, it is just being organized among the racing skippers. Ken Glaze remarked that the dues cover the cost of the races. Julie Umland suggested that it could be resolved by not sending this skipper the racing instructions and course for the races. Dave Baer responded that he will speak to this person and, if he does not pay, his finish times will not be scored. Bob Hubbard noted that we need a check-list of materials for public events, as well as some way to coordinate each show. At the "Day at the Docks" outing, Bob found the following items would have been helpful but were not available: 1) a sign-up sheet for the Boating course, 2) a schedule of upcoming classes, 3) a stand for the poster, and 4) a supply of USPS coloring books for distribution to children. The meeting was adjourned at 2017. The next meeting will be held at the commander's house on 7 June 2004, at 1900. Respectfully submitted, Barbara
