Executive Committee Meeting Minutes
November 2005
The meeting was called to order by Cdr Katharine Law at her home at 1909. A quorum was present.

Minutes: The minutes of the 3 October 2005 meeting were
accepted as published.
Announcements:
Commander Law announced that the Sail Fleet race would occur on
Saturday, 12 November, and the last CNC on the 19th, as well as a CNC
training session on 3 December.
She noted that the D/28 Winter Council
meeting would be held on 3 December at the SWYC. No Co-op Charting
event has been scheduled to her knowledge.
OFFICERS' REPORTS
Commander Law presented a preliminary accounting from
the D/28 Fall Conference, with the final report to be approved by P/D/C
Bill Bridge upon his return. The bottom line came in below expenses,
thanks in large part to Barbara Goddard's hard work on the raffle and
all who donated prizes, along with the efforts of the committee and
those who helped with the food and other arrangements. Ron Weiner's
management of
the cash bar proved profitable, in small measure. Mike Fontaine
commented that the "performance" by Barbara and Bill Bridge
in passing
out the raffle prizes was most entertaining. (The next D/28 conference
to be hosted by San Diego will not occur until 2007.) The Spring
Conference will be in Newport Beach, and next fall's conference will
be a joint one with D/13 in Phoenix.
The next general members meeting will be on 18th November, with
a
program presented by the Education Department, which SEO Mike Fontaine
is organizing. Bob Hubbard has agreed to offer his presentation on
the
Vessel Examiners program, worked up for the Instructor Development
course just completed.
ExO Tom Fota reported the 2006 San Diego Boat Show sign-up for 5-8 January has been posted. He will coordinate with Shaun McArdle for staffing our booth. With regard to Vessel Safety Checks, Gordo Parham has submitted his VSC reports, thus making us second in the district only to the Balboa squadron, where Cdr Wes Heusser is a one-man VSC machine.
SEO Mike Fontaine submitted a written report. The Piloting class is nearing completion. AP will begin on the 21st. The JN class is down to two students. The class schedule for 2006 is posted, but there may not be an instructor for the celestial navigation courses next year as Steven Bakalis has taken on new responsibilities at SWYC. We also need an instructor for Marine Electronics as Chris Pikus is not willing to continue. The Carlins' Boating course will finish the next Monday and we will need people to interview prospective members. (Bob Hubbard, who had presented the charting portion in Bill Bridge's absence, commented that most of the class students are boat-owners who would make great members.) Mike noted that Engine Maintenance 101 is complete, with both students having passed, and the EM 102 exam was upcoming.
AO Nancy Renzi was congratulated on her success in
promoting the D/28 Fall Conference. There were a few more than 45 people
who attended the dinner on Saturday night. The food was good but arrived
cold, and all who attended got small refunds for the dinner price, with
those who
were served a skimpy vegetarian meal getting full refunds. The Saturday
morning refreshments were better than promised and the facilities were
good. The commander thanked Nancy for her efforts.
The members' meeting
will be on 18 November at Fiddler's Green, and the program will be
presented by the Education Department.
Nancy reported that the SDSPS hosting of the SD Cruiser Association
at Coronado Yacht Club after the CNC event on 22 October was also a
success, thanks in large measure to Steven Bakalis, who purchased the
food and organized the hamburger-hotdog barbecue. She was amazed at
the
apparent ease with which Steven laid out the buffet, grilled the meat
and cleaned up afterward with dispatch. The squadron owes him a huge
debt of gratitude. The commander mentioned having got a thank-you note
from Bob Alberts, Commodore of SDCA, for hosting the event.
Plans for the "Parade of Lights" event on 11 December
on Shelter
Island are still to be formalized. After a discussion, it was suggested
that Dave Baer should be approached with a request to cook his famous
chili. The squadron will charge $5, to cover the meal and hot and cold
beverages, with people to bring side dishes and desserts. The commander
will send out announcements.
Nancy noted that plans for the 13 January 2006 Annual Meeting and
the 21 January Change of Watch dinner at SWYC will be confirmed by
the
December ExCom meeting, with details to be published in the next issue
of The Ship's Mail.
Secretary Barbara Goddard reported having received the report from the Nominating Committee, minus a candidate for the position of Administrative Officer. She stated that Mel Mones, NomCom Chairman, has asked that this vacant slot be publicized at the GMM, which will be done. The candidate for Treasurer is Claudia Bowler, and Trish Carlin, who has started a new business, will back her up as Asst. Treasurer. John Isaksen pointed out that the ranking person on the Audit Committee next year will be Ted Bowler, Claudia's husband. Since this presents an obvious conflict of interest, Ted will have to recuse himself during the audit, but the remaining members of the committee, Bill Bridge and John Isaksen, can perform the review of the books. The secretary will need labels to disseminate the NomCom report, which Tom Fota will provide.
Treasurer Trish Carlin, who was absent because of the
Boating course, submitted a written report on the squadron's financial
status
as of 31 October 2005, and copies were distributed. After reviewing
the
report, noone had questions about the figures. Mike Fontaine mentioned
that one factor in our good financial status is surely the outstanding
job the Carlins and Ed Mraz have been doing in the Boating/BoatSmart
courses. A report he received from DEO Joe Komlance indicated class
results after 1 July 2005, showing that SDSPS was tops in the district,
with 12 Boating Course graduates and more enrolled. Additionally, we
have had 24 members in elective courses, with the Piloting and AP students
still to be reported.
OLD BUSINESS:
In furtherance of last month's resolution to require
a
Vessel Safety Check for all Sail Fleet entrants, the commander passed
out copies of the Cortez race applicant form and a proposed form to
be
used for SDSPS Sail Fleet races. After review and discussion, the
matter was tabled to the December ExCom meeting for consideration of
a
revised form. Another item of old business, the squadron's status for
the District Star Award, was deferred to the December meeting.
NEW BUSINESS: There was no new business.
The meeting was adjourned at 2015. The next meeting will be held at the commander's home at 1900 on Monday, 5 December 2005.
