October 4 2004
The meeting was called to order by Commander Baer at his home at 1905.

MINUTES: As there was no quorum for the Sept ExCom meeting, the minutes of the Aug ExCom meeting were approved as published
ANNOUNCEMENTS:
The commander noted the following items:
- The Nov General Membership Meeting will be held on 12 Nov, following the ExCom
meeting on 8 Nov.
- All articles for the Nov/Dec Ship's Mail should be submitted to Steven Bakalis
by 15 Oct.
- The Sail Fleet race will be held on 9 Oct. There may be a short mini raft-up
at La Playa following the race.The CNC Observers dinner will be held that night.
- The Joint District 28/District 13 Fall Conference will be held at the Sheraton
Cerritos on 22-23 Oct. This event features information on USPS education programs
and all are encouraged to attend. Dave has a conflict, but Mike Fontaine and Katie
Law will be there.
- The Cruiser Nav contest will be on Saturday, 23 Oct. SDSPS will host a barbecue
at Coronado Yacht Club afterwards. Dave Weimer will plot the race course. We need
SDSPS volunteers, to be at Coronado from 1030 to 1300, to help with dock lines
and the cook-out.
OFFICERS' REPORTS:
COMMANDER Dave Baer had three subjects to cover:
1) Write-ups for Merit Mark from officers and chairmen are due by 15 Oct. Send
these to Dave and he will forward them to Chet White, who will compile and submit
for USPS consideration. Include all activities for calendar year 2004, and consider
even people who did not renew membership.
2) Star Award areas need to be considered, but will be tabled to Nov ExCom meeting.
3) Dave needs to write a Commander's report for the D/28 Fall Conference meeting.
Please forward activities which have occurred since June to Dave by 20 Oct.
Dave also noted that he did the San Diego-to-Ensenada race and took second place
in his class.
EXO Katie Law reported on her trip to the USPS Fall
Governing Board meeting in Jacksonville, FL, noting the importance
on involving new members and leadership development. At the meeting,
a US Coast Guard officer had paid particular thanks to USPS members
for their efforts to educate the boating public.
SEO Mike Fontaine has done the Education calendar
for 2005 and cleared all classes with hosting facilities. The revised
Piloting class will start 3 Nov, following the conclusion of Ken
Glaze's Seamanship class. Dave Baer has the new MapTech materials
and will give the class. The public Boating Course will begin on
Wed., 6 Oct, at the Mission Bay Yacht Club. The JN class is finished
and results of all six open book exams have been received, but closed
book results are still to be received. These students will move on
to N next year. Adriaan Veldhuisen (San Luis Ray SPS) has passed
N. Ed Mraz has again offered to teach BoatSmart and ChartSmart classes.
There will be two revised MapTech AP courses in 2005, the first in February (for
Dave's Piloting graduates) and a second in October. A discussion about trying to
incorporated local charts (San Diego Bay and Mission Bay) into SDSPS courses followed.
This is highly desirable but might pose copyright issues. Several people felt MapTech
might be willing to allow us to use a promotional CD in the classroom setting.
Mike will speak to Ed Mraz, who worked with MapTech on the Boating course and may
know whom to contact.
The Ed Department will present the program at the Nov GMM. Mike will get information
about the program into the Ship's Mail.
AO Tom Griffin introduced the topic of trying to
meet our 25-diner quota for the before-meeting dinners at Southwestern
Yacht Club. Some members like to meet for cocktails and dinner, but
some just attend the meeting and program. At the September GMM, there
were almost twice as many people at the meeting to hear the Bowlers
as were at the dinner beforehand. The ExCom members believe the $22
cost may have been a factor.
The club is happy to serve students before Wednesday night classes when the kitchen
and staff are not too busy, but SDSPS members eating in the bar or dining room
before a Friday night meeting put a strain on the kitchen and take up spaces which
would otherwise be available to SWYC members.
Various ideas were discussed, including possibly having hors d'oeuvres or just
coffee and tea in the meeting room. The idea of holding one or more meetings at
an alternative site was considered. Tom and a SWYC member (Dave, John or Mike)
will meet with Roberta at the club to find out our options. The Nov meeting will
be held with no meal beforehand. SWYC will probably continue to provide free meeting
rooms as a public service, since many SDSPS members are also SWYC members.
Tom will organize the "Parade of Lights" barbecue, which will be held
at Shelter Island on Sunday, 5 Dec.
SECRETARY Barbara Goddard was absent because of
illness.
TREASURER John Isaksen presented a written report
of the squadron's finances as of 30 Sept 04. The squadron cash position
is down only $760 from the same time last year, which is a solid
position after the purchase of the new audio-visual equipment.
OLD BUSINESS:
There was no old business.
NEW BUSINESS :
John Isaksen brought up the need to consider whether to raise dues for the coming
year. Dues have not been raised in several years, but prices of the educational
courses have been raised to keep up with rising costs. Squadron finances have remained
sound, with those members taking courses providing the bulk of increased expenses.
After a discussion, it was agreed by consensus that dues for the coming year should
remain the same.
The next ExCom meeting will be held at 1900 on Monday, 8 Nov, at the commander's
home. The meeting was adjourned at 2045.
